On July 25, the DC Court of Appeals overturned a DC law requiring citizens to prove a "special need" in order to obtain a concealed handgun carry permit. The "good reason" law required applicants to show that they had been threatened or otherwise faced harm that made it necessary for them to receiving a carry permit.
